Could Europe have met its H2 demand in 2023 from surplus electricity?

Electrical energy is one of the key inputs needed for electrolysis and that will determine the amount of hydrogen that can potentially be produced.
There is surplus electricity in the TWh range when considering the 33 nations. This surplus drops down significantly if one were to exclude Russia as the contribution from Russia to the total electricity surplus is
close to 35%.
In 2023, Europe as whole had a surplus of 111.345 TWh.
Based on the electricity data, one can calculate the amount of surplus or deficit available in Europe which can then be used to calculate the amount of hydrogen that can be generated.
